Ans: Yes, It can be editable, Once the below option will be enabled from the setup then it can be seen on the "create recurring invoice" page. 

Go to setup > Recurring invoice > Conversion Rate Editable In Update Invoice. the option has to be enabled once enabled and after selecting the currency then the field will be open to set the conversion rate for the selected currency.
