Yes, It can be editable.

Go to Setup > Quotation management > Is the Current amount of RFQ Editable? this option has to be enabled.

Can we set / change Total Questionnaire Score percentage for Vendor?

Go to Setup > Quotation management > Questionnaire Score % Settings > Total Questionnaire Score % From and Total Questionnaire Score % To, Category/ Ranking and Color Code of this Category Ranking. Click on add new button to add extra row to add / update the score in percentage.
