Go to the Setup > Master Column setting Tab > Edit > Select Customer Master > select the SEZ checkbox. Once updated then it can be visible on the Customer master page with multilocation field.
Please check with the admin person to enable the Menu in the package of user role. Once the menu is included in the package then it can be seen in the user Role to Create User role.
