Go to Setup > PR Tab > Is Task selection mandatory in PR ? this field has to be enabled and after that the Task Selection will be mandatory to select in PR.
Go to the setup > PR Tab > Is Project selection mandatory in PR ? the option has to be enabled, After that the project selection will be mandatory on PR page.
