In this case, The PR which has been raise for a particular cost center only that cost center has to be selected in the RFQ. Then only the Annual Budget Amount will reflect in the RFQ response page.
Please go to company setup > Quoatation Management Tab > Is Current amount of RFQ Editable ? this field has to be enabled and after that current amount of RFQ can be editable.
