While modify the PO revised quantity is not editable.

Go to the setup > PO Tab > Can Approver Change PO QTY? enable this option and after that the revised quantity can be editable. 
 

Can we show the project name according to the cost center in Direct PO / RFQ based PO?

Go to company setup - po tab -"Is cost centre project in PO ?" option has to be enabled then the Project name will come on this page according to the cost centre.
