Yes, the approver can edit the remarks once below-mentioned toggle is enabled from the setup. 
Go to setup > Recurring invoice Tab > Is Remarks Editable For Approval. 

How we can make the project selection mandatory for the recurring invoice?

Go to setup > Recurring invoice Tab > Is Project Selection Mandatory ? this toggle option has to be enabled, Once enabled
